Documentation and sources

The indices, planning instruments, legislation and standards a Cyprus valuation actually rests on, with links to the official texts.

These are the documents we work from. They are the public sources behind a Cyprus valuation — the market indices, the planning instruments that decide what may be built, the statutes that decide what is owned, and the standard the report itself is written to. Each entry says what the document is, why it matters to a property owner, and where the official text sits.

Everything here links to the publisher. We have not copied any of it onto this site, because these documents are revised and a stale copy is worse than none.

Market evidence and indices

The RICS Cyprus Property Index with KPMG in Cyprus. Quarterly, published by RICS with KPMG in Cyprus. It tracks capital and rental values by asset class and district, and it is the series most often used to evidence how a market moved between two dates — which is exactly the question in a retrospective valuation, a tax computation or a dispute about a figure given years ago. Latest release: Q2 2026 (released 25 August 2026). Index page.

The six most recent quarterly reports:

Central Bank of Cyprus — Residential Property Price Indices (Δείκτες Τιμών Κατοικιών). Quarterly, compiled by the Central Bank's real estate unit. It is the official residential series for Cyprus, and it is the reference a lender, an auditor or a court will recognise without argument. Latest published: 2026 Q1, released on 23 June 2026. Publication page.

Neither index values your property. An index describes a market in aggregate; a valuation is an opinion about one asset, on stated evidence, at a stated date. We use indices to test a conclusion and to explain movement, never to produce a figure by multiplication.

Planning: what may be built

In Cyprus the planning position usually decides the value, particularly for land. Two instruments govern it.

Δήλωση Πολιτικής για την Ύπαιθρο (Statement of Policy for the Countryside). Published by the Department of Town Planning and Housing. It is the development-control instrument for land outside the areas covered by a Local Plan, so for most rural parcels it is what determines whether anything can be built at all, and at what density. The current approved text is the 2024 edition, shown on the official record with a publication date of 14 June 2024. Official record · approved text (PDF).

Σχέδια Ανάπτυξης (περιλαμβάνει τα Τοπικά Σχέδια). Local Plans are published as records in the Department's Development Plans register, together with Area Schemes and zoning notices. The Local Plan for the area fixes the planning zone, the building coefficient, coverage, height and permitted uses for a specific plot — the inputs that drive a residual appraisal and, very often, the whole value of a site. The most recently published Local Plan on the register is the Τοπικό Σχέδιο Ακάμα 2024 — Πρόνοιες και Μέτρα Πολιτικής, published on 15 November 2024. Development Plans register.

Local Plans are revised, and a revision can change what a plot is worth overnight. Where a valuation depends on the planning position, we state the zone, the coefficient and the plan we took them from, and the date we checked.

The legislation

Ο περί Ακίνητης Ιδιοκτησίας (Διακατοχή, Εγγραφή και Εκτίμηση) Νόμος (ΚΕΦ.224). The backbone statute of Cypriot property law: tenure, registration of title, co-ownership and shares, easements and official valuation. Every title deed, every transfer and every question about what precisely is owned runs through it. It has been amended many times; the consolidated text on CyLaw carries amendments up to 3(I)/2026. Consolidated text.

Jointly owned buildings (κοινόκτητες οικοδομές). There is no free-standing statute of that name in Cyprus, and it is worth knowing before anyone cites one. The regime sits in Part IIA of Cap. 224, sections 38Α onwards — separate ownership of units, the extent of the common property, shares, the management committee, common expenses and insurance — together with the standard regulations in the Schedule to the Law. That is what governs a block of flats, and what a buyer, an owner or a lawyer needs when a dispute is about common areas or common expenses. Part IIA · standard regulations.

Ο περί Ενοικιοστασίου Νόμος του 1983 (23/1983). The Rent Control Law governs statutory tenants of controlled property: how rent is determined, security of tenure and recovery of possession. It matters to a valuer because a controlled tenancy caps the income a building can produce, and therefore its investment value; a property let on a statutory tenancy is not worth what the same building would fetch with vacant possession. Consolidated text as amended, most recently by 54(I)/2023. Consolidated text.

The valuation standard

RICS Valuation - Global Standards (Red Book Global Standards). The professional standard our reports are written to: 2025 edition - issued December 2024, effective 31 January 2025. It defines the bases of value, what must be disclosed, and what a report has to contain. It is also the reason a Red Book report can be tested by someone who was not there — the basis, the date, the assumptions and the evidence are all on the face of it. RICS page · the standard (PDF).

What we check, and when

For a specific property, the documents above are the background. The primary evidence for a valuation is the property's own file:

  • the title deed and the Land Registry record — registration number, sheet and plan, parcel, share and any encumbrances or memos;
  • the cadastral and site plans;
  • the planning permit, the building permit and the approved drawings, checked against what is actually built;
  • the certificate of final approval, where one has issued;
  • the zone, coefficient and coverage from the applicable Local Plan or the Statement of Policy;
  • comparable sales evidence from the Land Registry and the market, in the same zone and segment.

Where a document does not exist, the valuation says so and states the assumption made in its place. That is a requirement of the standard, not a stylistic choice.

Instructing us

If you need any of this applied to a specific property — the planning position of a plot, the effect of a controlled tenancy on value, the common-property position in a block, or a figure evidenced against the published indices — tell us the property and the purpose. We confirm the basis of value, the assumptions, the form of the report and the fee in writing before any work begins. See what a valuation costs.
