Property valuation in Limassol

RICS Red Book valuations across the Limassol district, from seafront tower apartments to agricultural land in the wine villages. ETEK-registered. Practising here since 2012.

Limassol is our home market. The office is on Jean Sibelius Street and most of the work we do sits within twenty minutes of it. That matters more than it sounds. Valuation in Cyprus is an evidence business, and evidence is local: which floor in which tower, which side of the Germasogeia river, which planning zone on which side of a village boundary.

Michael Efstathiou MRICS has been valuing property in Cyprus since 2012. CPA is registered with ETEK, the Cyprus Scientific and Technical Chamber, which is the legal precondition to valuing property here, and works to RICS Valuation – Global Standards, the Red Book, current edition effective 31 January 2025. RICS also publishes a Cyprus National Supplement. We work in English and Greek.

What the Limassol market is actually doing

The Central Bank of Cyprus Residential Property Price Index for Q1 2026 shows Limassol apartments up 10.7% year on year and Limassol houses up 2.4%. That gap is the single most important fact about this market. Nationally the index rose 7.5%, with apartments up 10.8% and houses up 3.0%. Since the 2010 index base, apartments are up 27% island-wide and 53% in Limassol.

Volumes tell the same story. Department of Lands and Surveys sales contracts for January to July 2026 came to 3,959 in Limassol, up 20% on the same period last year, against a national figure of 12,047, up 14%. Limassol is roughly a third of the entire Cyprus market and among the fastest growing districts in it.

Our observation from instructions on the ground: the apartment figure is being pulled by new and near-new stock, and applying a district-level index to an older third-floor flat in Mesa Geitonia produces a number that will not survive scrutiny. Indices describe a district. A valuation describes a property.

Where we work in the district

Limassol Marina and the old town. Germasogeia and Potamos Germasogeias. Agios Athanasios, Mesa Geitonia, Mouttagiaka, Agios Tychonas, Zakaki, Trachoni, Ypsonas. Inland and west: Palodia, Fasoula, Souni, Parekklisia, Pyrgos, Kolossi, Erimi, Episkopi and Pissouri. Plus the tower developments along the seafront and the wine villages behind the coastal strip.

Seafront towers and the things that go wrong in them

The tower stock along the Limassol seafront is not one market. In our experience it is a stack of separate small markets sitting on top of each other, and the valuation questions are specific:

  • Floor, aspect and the view premium. Two identical layouts eight floors apart are not comparable without adjustment, and the adjustment is not linear. Sea view, partial sea view and side-aspect all price differently.
  • Shared amenity allocation. Pools, gyms, spas, concierge, reception and parking decks are common property, and the share attaching to a given unit, together with the common expenses that follow it, has a direct effect on value. We read the share allocation rather than assume it.
  • Off-plan versus completed resale. Headline off-plan prices from a developer's list are not evidence of resale value in the same building. Where we use them, we say so and we adjust.
  • Title. Separate title deeds for units in newer developments can lag completion. Where title has not yet issued, we set out the position and its effect on marketability rather than valuing around it.
  • Short-let use. Where a unit is held for holiday letting, income evidence may be relevant. It is not automatically the primary method.

The wine villages, land and building coefficient

Inland Limassol is a different job entirely. Above Erimi and Kolossi, through Souni, Fasoula and Palodia and out towards Pissouri, the questions are planning questions before they are market questions: which planning zone the parcel sits in, what building coefficient and coverage apply, whether there is registered road frontage and legal access, whether the parcel can be divided, and whether what is standing on it is covered by a planning permit and a certificate of final approval.

Agricultural land with a residential-zone neighbour is not residential land. We check the zone, we check the access, and we value what the parcel legally is.

A note on the far west of the district: parcels around Episkopi and Akrotiri sit near the British Sovereign Base Area boundary, and in our experience the planning position there needs to be established parcel by parcel rather than assumed from the surrounding area.

Why the Land Registry figure is not your answer

Owners often start with the General Valuation figure, base date 1 January 2021, shown on their Land Registry records. That figure exists for tax purposes. The Department of Lands and Surveys states plainly that it cannot be used for sales, investment or borrowing. It is not market value and no lender will accept it as such. Read the full explanation

What we are instructed to do

Bank and mortgage lending valuations, revaluations of existing security, and restructuring work. Purchase and sale advice. Probate and estate valuations. Matrimonial and litigation work, including reports for court. Capital gains tax and transfer fee purposes. Company accounts and IFRS fair value. Insurance reinstatement cost. Land, development sites and part-built projects.

Under the Central Bank of Cyprus Credit Granting and Review Processes Directive, lenders must use independent valuers from an approved panel, verify annually that panel valuers hold adequate and valid professional indemnity insurance, and require the valuer to disclose any connection to buyer or seller before engagement. The Directive names the RICS Red Book, European Valuation Standards and IVS as recognised standards. We disclose connections before we accept an instruction, every time.
