Property valuation in Ayia Napa, Protaras and the Famagusta district

Red Book valuations for holiday and short-let investment property, villas, apartments and land across the free Famagusta district.

The free Famagusta district is the most tourism-dependent property market in Cyprus. Its value drivers are occupancy, season length and proximity to a specific beach, and a valuation that ignores that is not a valuation of this market.

CPA is led by Michael Efstathiou MRICS, in practice since 2012, ETEK-registered, working to the RICS Red Book, current edition effective 31 January 2025.

The district numbers

Central Bank of Cyprus index, Q1 2026, year on year: Famagusta houses down 0.7% and apartments up 1.3%. It is the only district in the index with a negative component, against a national picture of houses up 3.0% and apartments up 10.8%.

Sales contracts January to July 2026: 538, up 10% on last year. That is the smallest transaction base of any district, in a national market of 12,047.

Two things follow, in our view. First, this is the flattest market in Cyprus on current data, and sellers working from national headlines will be disappointed. Second, with a small transaction base, the number of genuinely comparable sales in any given micro-location is limited. Evidence has to be gathered carefully and, where it is thin, the report should say so rather than manufacture confidence.

Where we work

Ayia Napa and Protaras. Paralimni, Deryneia and Sotira. Liopetri and Frenaros. The Cape Greco side and the coastal strip between the two resorts.

Holiday and short-let investment stock

Most of what we are asked to value here is bought to be let. That produces a specific set of questions:

  • Seasonality. Our observation is that a large part of the district's letting income is earned across a compressed season. Annualising a peak-week rate is the most common error we see in owner and agent figures.
  • Occupancy evidence. Where income is relevant, we want the actual booking record, not a projection. Platform listings and advertised nightly rates are marketing, not evidence.
  • Management and costs. Cleaning, linen, platform commission, utilities, communal charges and management fees sit between gross and net. A gross yield quoted without them is not a yield.
  • Licensing and permitted use. Whether a unit is registered for short-term letting, and whether the building's use permits it, affects both income and marketability.
  • Furniture and contents. Furnished sale prices in resort stock frequently include contents. We value the property interest and identify what has been excluded.

Complexes, communal charges and long-let holiday schemes

Much of the resort stock sits in complexes with pools, gardens and shared parking. In our experience the health of the management committee is a real value factor: whether charges are being collected, whether reserves exist for pool plant and lift replacement, and what condition the common areas are actually in at the end of a season rather than the start of one.

Where an interest is held on a long lease rather than as registered freehold ownership, the terms of that lease — unexpired term, rent, assignment provisions — form part of what is being valued, and we set them out.

Location premiums that are measured in metres

Protaras and Ayia Napa price on beach proximity in a way few other Cyprus markets do. A five-minute walk and a fifteen-minute walk to the same bay are different products. Sea view, aspect, floor and whether the unit faces the pool or the car park all carry weight. These are adjustments we make on inspection, not from a spreadsheet.

Inland at Paralimni, Deryneia, Sotira, Liopetri and Frenaros, the market shifts towards permanent residential and agricultural land, where zone, building coefficient, coverage, legal access and division potential decide value.
